APSR Treasurer and APSR Secretary General
Call for nominations

In accordance with the APSR's open policy of enabling any APSR Ordinary member to apply to hold a senior position in the Society, we now invite you to nominate yourself or another APSR member to become Treasurer or Secretary General (SG).

October 2023:Announcement of the new Treasurer and SG

Term of Office

The Treasurer will serve a two-year term from 19 November 2023 until the end of the APSR 2025 Manila Congress.

The SG will serve a one-year term from 19 November 2023 until the end of the 2024 Hong Kong Congress.

Eligibility and qualifications

Treasurer

  • Eligibility:
    • Nominations and applications are open to APSR Ordinary1 members only. Honorary members, Associate members and Undergraduate Student members cannot apply to become Treasurer, neither can they nominate another member to become Treasurer
  • Applicants should
    • Have financial experience, such as a society treasurer or manager of large budgets
    • Have APSR leadership experience, such as but not limited to past or current experience in APSR leadership; for example. Chairperson or member of APSR Committees/Taskforce, Assembly leader, Editor in Chief of an APSR journal, Councillor, etc.
    • Demonstrate ability to develop new initiatives that improve the ability of APSR to achieve its Mission and Vision
    • Have adequate English language proficiency.
    • Commitment and availability for the position. Attendance at the annual APSR congress, preferably also at Executive Committee meetings held at the ATS and ERS annual conferences
    • In principle, reside in the Asia-Pacific region to facilitate timely direct access for the Secretariat
    • Have no conflict of interest and able to abide by the APSR Charter & Bylaws

Secretary General

  • Eligibility:
    • Nominations and applications are open to APSR Ordinary1 members only. Honorary members, Associate members and Undergraduate Student members cannot apply to become SG, neither can they nominate another member to become SG.
  • Applicants should
    • Demonstrate effective contribution to activities of the APSR; such as but not limited to past or current experience in APSR leadership; e.g. Chairperson or member of APSR Committees/Taskforce, Assembly Leadership, Editor in Chief of an APSR journal, Councillor, etc.
    • Demonstrate ability to develop new initiatives that improve the ability of APSR to achieve its Mission and Vision
    • Have competent business skills such as networking, preparing and running meetings, and effective communication skills
    • Have adequate understanding and familiarity with contemporary technology
    • Have the capacity ability to support the daily work of the APSR leadership and Secretariat
    • Have commitment and availability to participate in the APSR Annual Congress, Executive Committee meetings which are held at ATS and ERS conferences. (The ATS and ERS offer complimentary registration and hotel accommodation to attend their conferences, in accordance with their MoUs.)
    • Attend virtual meetings as required
    • Commitment to the position and availability to attend the meetings mentioned in the Roles shown below
    • Have English language proficiency
    • In principle, reside in the Asia-Pacific region to facilitate timely direct access for the Secretariat
    • Have no conflict of interest and able to abide by the APSR Charter & Bylaws
  • Note:
    • Although SGs have often become President-Elect at the end of their 1-year term as SG, the succession is not automatic.
    • The APSR Charter and Bylaws Article 5.3 stipulates that "The previous President, current President and President-Elect shall be from different countries or regions". Consequently, the new SG from the Republic of Korea would not be eligible to apply for the President-Elect position.

Roles

The Treasurer is expected to

  • Serve a two-year term
  • Chair the Finance Committee
  • Be a member of the
    • Executive Committee
    • Steering Committee
    • Finance Committee
    • Central Congress Committee
    • Ethics and Disclosure Committee
    • and any other committee as required
  • Attend annual APSR Congress and business meetings as required. Preferably also business meetings held at the ATS and ERS annual conferences

    The Treasurer will be offered free registration at the APSR congress. They will also be offered two nights' accommodation (max US$250 per night) at each ATS and ERS annual conference

The Secretary General is expected to:

  • Serve a one-year term
  • Be a member of the
    • Executive Committee
    • Steering Committee
    • Strategic Planning Committee
    • Finance Committee
    • Central Congress Committee
    • Ethics and Disclosure Committee
    • and any other committee as required
  • Attend annual conferences and business meetings of the APSR, ATS, ERS and the JRS based on the respective MoUs.
  • Attend congresses of other national societies as required

Nomination / Application process

  1. The APSR Secretariat emails a Call for Nominations to all APSR individual members directly, to en bloc members via their en bloc society, and on the APSR website until the close of nomination application period
  2. Any APSR Ordinary member1 can nominate other APSR Ordinary members or themself
  3. Applicants submit their application form and their latest CV to the APSR Secretariat member@theapsr.org
  4. Unsuccessful applicants may apply for other available positions

Selection process

  1. All applications are first checked according to the eligibility conditions by the Chairperson of the Nomination Committee, the past two APSR presidents in the Nomination Committee, and the Chairperson of the Strategic Planning Committee
  2. The APSR Secretariat informs the applicants whether they are eligible or not
  3. Selection will be made in accordance with the Standard Operating Procedures
    If there is more than one suitable application for the role, an election takes place by the following Executive Selection Committee members:
    • Chairperson of Nomination Committee
    • Chairperson of Steering Committee
    • Chairperson of Strategic Planning Committee
    • Chairperson of Research Committee
    • Chairperson of Education Committee
    • Chairperson of Finance Committee
    • Chairperson of Membership Committee
    • Chairperson of Central Congress Committee
    • Last two Presidents
    • APSR Councillors
  4. As soon as an appointment has been endorsed by the Executive Committee, the APSR Secretariat will notify all candidates of the result by email
  5. The new Secretary General / Treasurer will be officially announced on the APSR website

Nomination and application forms


  1. Ordinary member:
    An Ordinary member is an APSR member of an en bloc society (an en bloc member) or has paid their membership dues directly to the APSR (an individual member), for the current membership year, and is not an Honorary member, Associate member or Undergraduate Student member.
